The Chinese Government Scholarship (CSC) is one of the largest fully funded scholarship programmes in the world, and Pakistani students have two ways to apply for it. Many applicants only know one route and miss the other. This guide explains the CSC Scholarship 2027โ28 for Pakistani students: the HEC nomination route, the direct university route, the new CSCA requirement, expected timelines and how to build a strong application.
What is the CSC Scholarship?
The China Scholarship Council (CSC) administers the Chinese Government Scholarship on behalf of China’s Ministry of Education. It supports bachelor’s, master’s and PhD study at participating Chinese universities, including many English-taught programmes. For Pakistan, the Higher Education Commission (HEC) acts as a nominating agency for a fixed number of seats, while students can also apply directly through universities.
Two routes: HEC nomination vs direct university application
Route 1: HEC nomination (Type-A)
HEC opens a call each year for Pakistani and AJK nationals. In the last cycle (2026โ27) HEC announced 75 seats: 35 for bachelor’s, 25 for master’s and 15 for PhD. The HEC portal deadline was 5 January 2026. Applicants had to apply on both the HEC portal and the CSC online system, and both applications were mandatory.
Route 2: Direct university application (Type-B)
Many Chinese universities hold their own CSC quotas and accept applications from international students directly. Deadlines vary by university and are usually spread between January and April. HEC clearly states that applicants using this route are responsible for their own applications and correspondence.
You can use both routes in the same year if the rules allow, which increases your chances. Just keep track of every deadline separately.
What is the timeline for 2027โ28?
At the time of writing, HEC has not published its 2027โ28 call, so exact dates are not confirmed. Based on previous cycles, the HEC call has appeared between late autumn and early winter, with the portal closing in December or early January. Direct university applications usually open from December and close between January and April 2027. Start preparing now, and check the HEC scholarship page and the CSC portal regularly.
What does the CSC Scholarship cover?
The programme normally covers tuition fees, accommodation, a monthly living allowance and comprehensive medical insurance. It also covers a Chinese-language preparatory year where required. Under the HEC call, international travel costs were to be paid by the awardee, so budget for your flight. You also cannot hold another Chinese government scholarship at the same time.
Who can apply?
- Pakistani or AJK nationals (dual nationality was not allowed in the last HEC call)
- A completed previous degree by the deadline, with strong academic results
- Good health and a passport that stays valid for the whole start period (the last call required validity until 1 March 2027 for the 2026โ27 intake)
- For medicine, engineering, law, architecture, veterinary and similar fields, confirmation of programme accreditation with the relevant Pakistani council (such as PMDC, PEC, PNC, PBC or PVMC)
The new CSCA requirement for undergraduate applicants
From the 2026โ27 intake, all undergraduate applicants must take the China Scholastic Competency Assessment (CSCA) before applying. HEC confirmed that this applies to everyone, whether you apply through HEC or directly. If you plan a bachelor’s degree for 2027โ28, register for the CSCA early and keep your score report ready. Master’s and PhD applicants do not face this requirement, but check each university’s own rules.
How to apply: step by step
- Choose your degree level and field and shortlist universities that offer English-taught programmes in your area.
- Check each university’s requirements. Top universities often ask for a separate admission application in parallel with the CSC application. If you skip it, your scholarship application can fail even if your CSC form is complete.
- Prepare your documents (see the list below) and keep clear scans.
- Apply through the CSC online system and, for the HEC route, also through the HEC scholarship portal.
- Print and sign your application and keep a copy for your records.
- Wait for the university and agency screening, then follow instructions for the admission notice and visa.
Documents to keep ready
- Passport copy with sufficient validity
- Degree certificates and transcripts (attested if the call asks for it)
- Study plan or research proposal
- Two recommendation letters for master’s and PhD applicants
- Pre-admission letter from a Chinese university (optional but preferred)
- Physical examination form from a government hospital, dated within six months
- Language certificate if your programme requires it (English proficiency or HSK)
Tips to improve your chances
Write a field-specific study plan
A vague statement about wanting to study in China is weak. Explain why this university, this lab or this programme fits your background, and what you will study in the first year.
Contact potential supervisors early
For master’s and PhD applicants, a supervisor who is willing to accept you can make a major difference. Send a short, professional email with your CV and research interest.
Apply to more than one university
CSC quotas are limited. A wider shortlist protects you if one university has no seats left.
Common mistakes
- Assuming the March deadline from direct university pages also applies to the HEC route
- Submitting only the HEC form or only the CSC form when both are required
- Choosing a Chinese-taught programme without the required language level
- Ignoring accreditation rules for professional degrees
- Submitting at the last hour and getting blocked by portal issues
Frequently asked questions
Is the CSC Scholarship fully funded for Pakistani students?
It covers tuition, accommodation, a living allowance and medical insurance. International airfare was not covered under the last HEC call, so plan for it.
Do I need IELTS for the CSC Scholarship?
Not always. Requirements depend on the programme and university. Some English-taught programmes accept other proof of English, and some require a recognised test. If you want to avoid IELTS, see our guide to IELTS-free scholarships for Pakistani students.
Can I apply through HEC and directly to universities?
The routes are separate. HEC nominates only for its own call, and direct applicants handle their own applications, so check the current rules before applying through both.
When should I start preparing for 2027โ28?
Now. HEC calls can open with only a few weeks to apply, and attestation and medical documents take time.
